Solutions can be physically separated, however water and sand do not have the same properties so the mixture cannot be considered a solution. The sand would be a separate substance that falls to the bottom of water even though it can be separated/strained/removed from the water. Also sand and water do not mix or combine a uniform substance so it cannot be considered a solution.
